Question:
How were the gaps filled in SLC-off scenes?

Answer:

The USGS EROS no longer offers the gap-filled product.

After selecting the primary SLC-off scene, additional ETM+ scenes were selected to fill the gaps. If an SLC-on image was selected, all data gaps were filled with the data from the fill scene.

If SLC-off scenes were selected, the gaps were filled in the order that the gap-fill scenes were selected. The first fill scene was used to populate any data void pixels in the primary scene which corresponded to "good" data in the fill image. Cloud cover was not factored in this process. Therefore, it was important to select fill scenes with little to no cloud cover. The second scene continued to fill void pixels, and this process continued until all fill scenes (up to four) were used. A final registration SLC-on scene could also be selected to complete the gap-filling process. As each scene was selected, an estimate of remaining unfilled pixels was provided.

More details on gap-filling SLC-off images can be found on this SLC-off Data Product page.
