Question:
Are all collected Landsat scenes held in the USGS Landsat archive?

Answer:

While the USGS Landsat archive contains a vast number of collected Landsat scenes, the USGS International Cooperator (IC) network of ground stations is the primary source for distributing the captured data. There have been data exchanges between the USGS and some ICs, and these scenes may be held in the USGS Landsat archives; these can be searched and ordered through GloVis or EarthExplorer.

Data not held in the USGS Landsat archive may be available from the station that captured the data (http://landsat.usgs.gov/about_ground_stations.php).
