Question:
Are all collected Landsat scenes held in the USGS Landsat archive?

Answer:

While the USGS Landsat archive holds many Landsat scenes, International Ground Stations that collects the data are the primary distributors. There have been data exchanges between the USGS and some International Stations, and these scenes may be held in the USGS Landsat archives; these can be searched through EarthExplorer and GloVis.
